If iPhone calendars aren’t syncing from the iPhone to Outlook, but they are syncing from Outlook to the iPhone, then the user is not selecting the right calendar when adding an entry. The simplest fix is to click Calendars at the bottom of the Calendar screen, hide all, and then just select the Exchange calendar.
